The purpose of this position is to serve as a Senior Policy Advisor for Capital Markets within the Office of the Assistant Secretary for Financial Markets.
The incumbent will advise the Assistant Secretary for Financial Markets, the Undersecretary for Domestic Finance, and the Secretary of the Treasury on the impact of policy to the capital markets and capital market activities. The incumbent will also assist in the development and implementation of policy that directly impacts capital markets. This position will serve as an expert specialist on a wide range of capital markets matters including the role and regulation of financial institutions, credit market function, equity and derivative market structures, and any individual company matters. This position will involve handling difficult and responsible assignments involving these matters, including research and analysis of current law and legislative proposals involving highly complex financial, legal and regulatory issues. The position will plan and prepare reports that include recommendations and conclusions on which Treasury policy may be developed.

Duties

As a Senior Policy Advisor, you will:
  • Assist in the implementation of policies relating to the financial crisis and Treasury’s response including handling of individual company situations;
  • Provide expert technical support and analyses of, and monitor developments in, the financial markets, and specifically the intersection of regulation and policy with financial markets;
  • Advise on the restructuring and regulation of securitization markets;
  • Summarize findings and research in written products of various types, including tables, charts, short summaries, as well as longer analytical policy memos and reports;
  • Maintain contacts with other Federal or State agencies or outside parties in connection with the development and implementation of policy proposals, including serving as the Office liaison with those contacts;
  • Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must have one year of experience with AT LEAST THREE of the following:
    • Providing technical support and analyses of, and monitor developments in, the financial markets, and specifically the intersection of regulation and policy with financial markets;
    • Providing authoritative data, information and reporting on a wide range of issues related to financial markets and services and reform proposals, including regulatory research, regulatory and policy developments, and financial services, products and markets;
    • Advising on the restructuring and regulation of securitization markets and advising on policy specifically relating to the function of residential mortgage finance markets;
    • Conduct authoritative research related to proposals for significant reform of the financial regulatory structure. Develop, produce and prepare policy statements, written materials, including briefing or issue papers, and memoranda for senior officials.
    The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
